"Ang dapat mabigyan ng prayoridad ng ating pamahalaan ay yung mga sumasakay ng bus at jeep sa atin, hindi yung mga nakasakay sa mga magagarang kotse. 

Ang nagiging problema ngayon ay paggising natin nang maaga, papasok tayo ng ating trabaho. Gigising ng alas-kwatro, trabaho. Makakauwi na tayo alas-otso, alas-nwebe na ng gabi. Subsob na nga tayo sa trabaho, bugbog pa sa trapiko. Hindi naman dapat ganoon. 

In other countries, there are already thinking about establishing carless cities where we travel inside our cities by bicycle, on foot that provides clean air, that makes us healthier. 

Palagay ko, panahon na rin na pag-isipan natin yan dahil sobra-sobra ang mga sasakyan sa atin. Ang dala-dala pa nila ay polusyon, hindi naman maganda yon. 

We have to approach this from a different angle. We have to look at this as a problem of moving people, not moving vehicles."

Isang makabuluhang pagbisita sa Iloilo

Isa nanamang makabuluhang pagbisita ang naganap nang ako ay inanyayahang pumunta sa Iloilo.

Nagsimula ang aking umaga kasama ng mga mamahayag sa isang interview at forum sa tulong ng ating mga kaibigan sa AKBAYAN. Pagdating ng tanghali, tayo ay nabiyayaan na makaharap si Archbishop Jose Lazo.

Nakilala din natin ang mga faculty at magaaral ng University of San Agustin. At noong hapon, nagtungo naman tayo sa Central Phil University kung saan nakasama natin ang mga law students at sina Atty. Zacarias Bedona, Jr., Dean of CPU Law, Atty. Von Lovel Bedona, Chairman of the Board of Trustees, Atty. Aila Endonila, University Legal Counsel, Ms. Louise Losanes, Governor of CPU Law, and Mr. Andre Eulalio, Chairman.

What is holding our country back?

It’s not our people. We have very talented people. It’s not really our institutions, our institutions work. What is holding back our country is the fact that we don’t have a justice system that delivers justice to the people. 

We don’t have a justice system that empowers the poor. We don’t have a justice system that can hold corrupt officials accountable. In fact, it’s the opposite. We have a justice system that tolerates if not encourages impunity, and that will always be a stumbling block to any kind of development. 

How can we solve a simple problem of traffic? Road discipline? You can’t do that unless you have road enforcement. How do you attract foreign investors into the country? When you have courts that are capable of doing anything. You can’t. How can you solve the problem of cartels? Rice cartels, criminal syndicates, all of these monopolies. You can’t solve any of those problems if you don’t have a working justice system. 

That’s the elephant in the room, nobody talks about it. It’s never been a part of the national conversation. And you’re asking why I run? That’s why I run, ‘cause I wanted it to be a part of the national conversation. I want it to be part of the national agenda. 

I definitely can’t win the election by acting like a traditional politician, which I’m not. The only way I can win the election is by being myself and by carrying the issues I’ve been carrying all my life.

Charter change or federalism is not the answer to the real problems that our people are facing. It will not bring food to their tables, jobs to the unemployed, or social justice to the underprivileged. Instead it will bring even more misery, as it will institutionalize political dynasties and create more layers of government bureaucracy. What we need is better governance, not a new form of government.

CHR opens Liwasang Diokno freedom park

The Commission on Human Rights (CHR) opened Liwasang Diokno to the public Monday at its central office in Quezon City, in celebration of the heroism of those who fought for human rights.

The park was dedicated to the late Senator Jose ‘Ka Pepe’ Diokno, who the Commission honored as a symbol of freedom, democracy, and human rights for challenging the Marcos regime.

“Tunay pong karangalan sa aming pamilya itong pasinaya ng Liwasang Diokno, lalong lalo na sa pagdiriwang ng Araw ng Karapatang Pantao,” said Atty. Chel Diokno, who was present to accept the honor on behalf of the Diokno family.

The younger Diokno, a seasoned human rights lawyer and the founding dean of the De La Salle University College of Law, continues to lead the Free Legal Assistance Group (FLAG), an organization that his father, Ka Pepe Diokno, founded. FLAG’s first clients were victims of martial law. Today, FLAG continues to serve indigent Filipinos seeking justice but have no resources to get to court.

“Ang salitang “karapatan” at salitang “katarungan” ay iisa laang ang kahulugan: gawin ang tama, ang nararapat, ang makatarungan. Bakit ayaw nilang pagusapan ang karapatang pantao at hustisya, bakit ayaw nilang isama ito sa ating national agenda,” added Diokno, who continues to push for judicial reform as part of his senatorial bid. “Dalawa ang nakikita kong dahilan: una, ayaw nila ng accountability o pananagutan, at pangalawa, ayaw nila ng empowerment – ayaw nilang bigyan ng kapangyarihan ang taong bayan.”

Atty. Chel Diokno, who himself served the Commission on Human Rights under Presidents Corazon Aquino and Fidel Ramos, further stressed the importance of accountability in furtherance of human rights:

“Justice and human rights are all about accountability – but the last thing those in power want is to be held accountable for their wrongdoings.”

Ang pagbabalik ng mga dambana ng Balangiga ay isang paalala na ang laban para sa hustisya at kalayaan ay di kailanman natatapos.

Simbolo ang mga dambana ng katapangan ng ating mga kapwa Pilipinong walang-takot na inalay ang kanilang buhay noong panahon ng digmaan laban sa mga Amerikano. Sa kasalukuyan, tayo ay nahaharap din sa ating sariling digmaan laban sa mga naghahamon laban sa patas at makatarungang pamumuhay ng mga Pilipino.

Maging hudyat sana ang pagbabalik ng mga dambana ng Balangiga upang tayo’y tumindig ng buong katapangan at itaguyod ang isang malayang Pilipinas.

The acquittal of former senator Ramon “Bong” Revilla reveals the real face of our justice system: skewed in favor of the rich and powerful. As Sandiganbayan Justice Gomez-Estoesta put it, the evidence against Revilla was “insurmountable”. Revilla’s acquittal despite the overwhelming evidence is nothing short of incredible.

Our justice system is supposed to be the main instrument for holding public officials accountable. Instead, it has become the biggest stumbling block to public accountability. The highly politicized appointment process, the lack of judicial accountability, and the absence of transparency have destroyed the independence and integrity of our courts. How can we have justice when those who decide cases are not subjected to lifestyle checks and are not required to show their SALN’s to the public?

I applaud the dissenting justices who voted for Revilla’s conviction, and hope they thrive and multiply. We need more of them in our courts to restore justice and the rule of law, and foster the genuine development of our people.

What's the 1st bill you would author if elected?

Kailangang maamyendahan natin ang ating Witness Protection Act. Maraming naglalakas-loob na humarap (na) mag-expose ng mga bilyon-bilyong (piso) ng korapsyon. Pumapasok sila sa Witness Protection Program dahil nanganganib ang buhay nila, pero hindi naman sila nakakatestigo.

They spend days, months, and years in the Witness Protection Program. They're given safe houses. They're given financial assistance, security but it's like they're the ones in jail while those who commit the crimes, those who are guilty of the corruption, are out there free! And then what happens is after years and years of staying there inside the safe house, they just give up and never testify.

What we need is an amendment to the Witness Protection Act that requires that upon admission into the program, the witness will be allowed to testify within the period of six months. Everyone he will incriminate or she will incriminate will be allowed to have a lawyer during that testimony. And that testimony will now form part of the trial, even if the trial takes places five or ten years later. We can immediately give that witness a new identity, we can immediately relocate them, and their job is done. They have exposed the corruption and we have better accountability in our country.

Ang problema kasi ay sobrang laganap ng corruption sa ating bayan.

Pahirap nang pahirap ang buhay ng mga Pilipino. Hindi pa nga tayo makabangon sa pagsagasa ng TRAIN1, eto na, darating pa ang karagdagang pagpataw ng dalawang piso kada litro ng petrolyo na bahagi pa rin ng TRAIN1. Hindi ito makatarungan. Pabigat ito sa buhay ng pangkaraniwang tao. Bakit pumipilit ang pamahalan na pahirapan lalo ang mga Pilipino na kulang na kulang ang sahod at kita para sa isang makabuluhan at masiglang buhay? Ganito ba ang “ginhawang” ikinakalat sa panahon ng Pasko?

Sabi ng gobyerno, pababa na raw ang presyo ng langis. Dahil dito, hindi raw mahihirapan ang mga mamamayan kapag epektibo na ang pagtaas na P2.00 sa darating na Enero 2019. Sa totoo lang, nang isinagawa ang unang pagpataw sa presyo ng langis nitong taon, hindi akalain ng gobyerno na tataas ang presyo ng langis. Napaka “volatile” ng presyo ng langis sa mundo ngayon. At ayon sa mga dalubhasa sa mundo ng petrolyo, wala nang makakatiyak kung ano ang magiging daloy ng presyo ng langis. Ang prediksyon nga ng US Energy Information Administration ay average ng US$72 kada barrel sa 2019. (Sa ngayon, nasa $50 ang isang barrel.)

Imbes na pahirapan, dapat mabigyan ang mga Pilipino ng kaluwagan sa matataas na presyo ng mga bilihin, tulad ng subsidy para sa mga jeepney driver at mangingisda.
